But there was a "window of opportunity" that was missed, where the breeders would be coming on line and using the spent fuel reprocessed by the waste isolation industry. It was all worked out so that it would finance itself as well as be technically synergistic. The great tragedy of the US nuclear program was the failure to invest in waste recovery infrastructure. Cheap Saudi oil and Vietnam War budgets (as well as corporate greed and foot-dragging) caused us to miss the window, and then came the waste management scandals that turned the environmentalists and the public away from nuclear. We'd have to crash program and bootstrap it now, and it would cost much more than it would have then. I was there and saw it all go down.
