If you haven't seen it from Hawaii, don't know many better places.
I think being close to the equator helps due to the angle of the sunset.
I suspect the reason most people don't see the "rising sun" flashes is that they are harder to predict than the setting sun ones, which pretty much telegraph their onset with the slowly sinking sun.
