This Republic of Texas group has been at it for years.

This article is actually fairly accurate.

“The annexation resolution has been the topic of some incorrect historical beliefs— one that remains true is that the resolution granted Texas the explicit right to secede from the Union. This was a right argued by some to be implicitly held by all states at the time, up until the conclusion of the Civil War with Texas still holding the right to secede.”

So it looks like all it would take is a vote to legally secede from the Union. This group wants to make it real.

Unlike all other coastal US states, Texas offshore boundaries extend to just over ten miles (The other states are three miles). This is having some interesting consequences when it comes to offshore wind energy.
