I found the quote attributed to him on a website, but when I looked a bit further, I didn't find this in any legitimate Krugman source.
Where it does show up when I tracked it far enough--conspiracy websites do a lot of unattributed quoting--was part of a gigantic, long-winded conspiracy tome written by Jim Marrs called "Rule By Secrecy," with the subtitle "The Hidden History That Connects the Trilateral Commission, The Freemasons, and the Great Pyramids."
In fact, didn't take long to find out that pretty much every post in that long line of horse apples you posted down below came from the same source. It would be no surprise to find that a lot of this either came from or showed up in "The Spotlight."
We have no "approved reading lists" here. You can quote anything you like if you attribute it (preferably with a link where possible). However, some sources may cause people to have a good laugh at your expense.
