Between those who live on Mars and those who live on Earth. The Martians will want the probes to stay on Mars. It is part of their history. The Terrans will say, “We built them and sent them. They are ours.”

But they will stay on Mars. The Mars embassy might give one back to the Earth as a gift.

The first thing I would do is to rope them off somehow. Maybe even build domes around them and, with the MERs, dome the interesting features they saw.

Imagine a dome over the Eagle, Endurance and/or Victoria craters. Imagine long glass archways covering the tracks of the rovers (Or what is left of them.)

When terraformation starts, something will have to be done. Most of the probes will end up in shallow water. The probes and rovers will have to be moved, or covered with a dome.
