As for what should happen if an alien signal is detected, see here:

What may likely happen can be judged by an incident in 1997 at
The SETI Institute. A signal which appeared to be artificial and of
non-terrestrial origin was detected. A technician at the site called
his spouse to tell her that they may have finally picked up The
Signal. Within hours rumors were spreading that SETI had finally
come through.
Then it was determined that the signal came from a terrestrial
satellite in Earth orbit.
So, just like Jeff Goldblum said in Jurassic Park and I have said in
thread, despite the best efforts to keep things reigned in, the first
time we learn about a message from space will probably come from
a reporter (or a blogger) with a scoop.
And don't kid yourself for a second that various groups won't try
to send a response despite efforts to stop them.
Life always finds a way.
