Sorry, this is pure fantasy

For a start the author does not understand the consequenses of vapour pressure vs atmospheric pressure and is therefore over-optimistic about the range in space and time where water *might* be stable. (You can only have stable (pure) water at 283 K at the base of Hellas basin where the pressure is higher. Elsewhere, it boils much earlier) (He also misspells a key reference - Haberle)

Second, this inference that water is "possible" is not compatible with the evidence of OMEGA/CRISM (see above) that for the last 3.5 Ga, Mars has been so cold and dry that effectively zero interaction has occurred between rock minerals and liquid water.

The proposition that up to 3.5 hours per day of liquid water is available over 1/3 of the Martian surface is so wildly incompatible with the mineralogical evidence that it beggars comprehension.

Mars is Mars.

Vic Baker, one of the proponents of Water on mars coined a phrase that may come back to bite him as severely as "The Big Bang" which was coined by Fred Hoyle as a derogatory comment about Hot-origin universe models.

Vic described a Scenario he called "MIDDEN" - Mars Is Dead and Dry Except in the Noachian.

This does appear to be a VERY good description of the planet's surface...
