Nobody is arguing that the recent Republicans in Congress have been models of fiscal responsibility, or the President either, for that matter, even on domestic spending.
This started a long time ago, when it became routine for people to vote themselves money out of the public treasury, and given that those who set the budgets are elected by those getting the loot, the pattern is almost inevitable. Given that this isn't going to change now, what's the solution?
A while back someone here showed statistics that supported the theory that having the Congress and President be of two different parties is a good way to keep spending down. Given the patterns shown in the past, it looks like a strong Republican congress and a strong Democratic president might be the ideal combination in this country. Given that spending originates in the Congress, this seems logical.
