Probably more than simply backing, probably more like Arabic transformations. And Persian involvement is also needed- and probably some kind of basic all encompassing Islamic reformation. But as far as the baby steps, we need Arabs to have more freedom of the press- e.g. we need Arabs to publish about 100-1000 times more books than they are current publishing.
