Actually, not true. The tax system is not about revenue, but political power. The ability for politicians (all parties) to dispense punishment to their enemies and favors to their supporters far outweighs whether or not the byzantine tax system is actually effective at bringing in revenues with minimum fuss and maximum fairness.
The primacy of power makes your link a bit ironic in its original context.
