About the pumps...
Cool idea(npi)! But 1.6 million of the things would have a huge impact on the gulf. One unintended consequence: as with any engine, it will not operate with 100% effeciency and will lose wave energy to heat. So these things, though they will cool the surface, will increase the net temperature of the gulf. [And confuse shipping, and decrease waves, and confuse the heck out of life that likes it warm at the surface and cold at the bottom, etc. etc.]
