The catch...
The bomb has to be hauled in on a cargo aircraft, and dropped from overhead. While this might be effective if attacking ground forces with mostly hand weapons, this is not going to work in a more advanced war theater, like anywhere within a hundred miles of an aircraft carrier group.
IMO, this kind of weapon is built mostly because somebody can.
