Like the giant multi-megaton nukes that were built in the early years of the Cold War, military planners found out there really wasn't much of an application for them.
To the best of my knowledge (I could be wrong), the U.S. has yet to drop a full-up MOAB in combat.
What military planners have discovered over the years, in areas ranging from strategic down to tactical weapons, is that for the vast majority of applications, precision is valued far more than power. Most people probably don't know that the total megatonnage of the world's nuclear arsenal is just a fraction of what it was years ago. Small warheads that can hit a target spot-on are much more useful than city-busters. Even bunker-busters rely more on penetration than power to work right.
Same for HE weapons. The U.S. military is feverishly developing smaller and more precise bombs, which for modern unconventional warfare, are far more useful than big ones. The MOAB? Not so much.
Maybe the Russians will use their big bomb. Maybe not. What our military guys dream about is a weapon that can nail one guy out of a crowd of civilians from miles away.

Not really.
