That is weird.

I switched on the satellite coverage overlay to look at the actual pictures (this gimmick sometimes shows you higher resolution than Google Earth itself does). I got the following two shots, a year apart, showing this is a fairly permanent feature. I'm pretty sure the crud all over the first one is cloud cover of some kind.
