Syria. Small country, not particularly sophisticated militarily, especially regarding air power.

You expect Syria to be able to counter the air power of the US and Israel, the client state of the US in the Middle East? Or is it that the US is Israel's client state? Makes no difference.

Now, can air power alone win wars? Ask 'em in Iraq. In Afghanistan.
