It surprises me to see them as high, too. Everyone has a good reason to dislike and distrust Congress.
The Conservatives who approve of Bush wouldn't like Congress because they try to slap down Bush, and the liberals because they don't slap down Bush. Congress can't win.
Somehow "The Great Unificator" has gone astray. Seems to have polarized the country. With his "modest foreign policy".
