I think Bush probably should've passed this (Yeah, just call me waffle-boy).
As a nurse, my wife is much more in tune with the issue than I am, and although she also thinks that the upper income level was too high as a matter of course, she's of the opinion that some mechanism needs to allow families in that income range to access the services in certain cases.
