Said it before; say it again: It's rampant hypocrisy to fund a program exclusively from the pockets of people you are also trying to encourage to give up the very habit being taxed to raise the funds. Either you want us to stop smoking, or you don't -- make up your damn minds!
It's also discrimination, and we smokers suffer enough of that already without the onus of another narrowly-targeted tax increase.
I support expanding S-CHIP, but it ought to come out of everyone's pocket. At least, broaden the discriminatory tax base: increase the Fed tax on alcohol, instead.
