In a news story on the radio today, I heard that it was the Republicans' idea to fund it with cigarette taxes. I've been searching for a reference to link but haven't found it yet.

I also heard that the White House has its own version to offer as a substitute with the max limit of two times the Federal policy level rather than the 3 X that level in the bill he vetoed. They were looking at a different funding source, too.

As much as I would love the whole world to quit smoking, I think it's wrong to fund health care plans (or any other plans) on the backs of already overtaxed smokers. Smoking is a health hazard and smokers are likely going to have enough of their own health care costs as a result; they don't need to pay for anybody elses.
