It's TB up to his old tricks. Not dealing with the issue, but instead trying to worm, weasel and alter the subject.
While it's not intellectually honest, it is the best that some can do. It's not a tracking problem, it's dissembling, pure, simple and reasonably effective in avoiding issues. He knows, or should know, that it's illegal for a country to build cities on property which is not within the boundaries of their country.
It's called ethnic cleansing when it's done. That is illegal by international law all by itself, as well as being morally offensive.
