Been looking at the shot, and I have a possible alternate theory:
A possible rocket test stand? It would have to be for some dang big engines, though. A test stand is often water-cooled, and would also require a source of water and a pumping station.
I notice that the truck in the lot to the right is parked in a heavily-bermed site, rarely required for anything but explosive cargoes like fuel.
...or, come to that, cargoes emitting mild radiation.
I imagine people will be watching this area, and when new satellite photos appear, we'll learn something one way or the other.
