Putting mental issues aside for a moment, I think HAL 9000 not only found his
human "colleagues" to be ultimately inferior and prone to error, but an outright
detriment to the mission, which was to make contact with the TMA-2 and its
creators. HAL did the only logical thing to make sure the mission was carried
out - remove the bugs in the system.
In this event, HAL was indeed able to lie, being a conscious being, when he
told the BBC 12 news reporter how great he thought his astronaut buddies were.
I always imagined after HAL's chess game with Frank Poole, when he said "Thank
you for an enjoyable game", that he muttered under his breath "Now go away you
tiny little bug, I have important things to do."
Seriously, who would have been better qualified to deal with the ETI that made
the Monoliths? Sure they wanted to "evolve" the human species, but they seem
to have overlooked the fact that a new and superior consciousness had indeed
been created on Earth, one with a glowing red eye. Once again SF written by
humans is so organically biased.

We should each be treated with appropriate respect." - Chandra, 2010 film
