According to the NIE?
The NIE, assuming it's accurate, declared that Iran did have a nuclear weapons program until 2003. A weapons program is not a nuclear power program.
Prior to that time, Iran was seeking refined uranium to make bombs. The nuclear facilities built prior to that time, clear back to the 1980s, were for bombs. Iran has a grand total of one nuclear power plant, which has been under construction for years.
Is it your thesis that suddenly in 2003 Iran decided it never wanted bombs at all, and decided to turn all this infrastructure over to power generation?
