Every single history of the run-up to the Iraq war I've read, and that would be about 5 of them, every one agrees Bush and Cheney had made the decision to invade Iraq even prior to 9-11. And while the Defence Department and CIA were actively preparing for war, Bush was giving lip service to diplomacy, deceiving by saying that he "had no plans to invade Iraq my desk".
Now, the only planes flying after 9-11 were American fighters and planes evacuating Saudi Arabians from the US. Even though the attack on WTC was done by Saudi Arabians and financed with Saudi Arabian money.
So there are a couple of examples of the duplicity which has been practiced. Remember, "all options are on the table", even nuclear weapons. And the oft repeated statements that the US military always plans for everything, including bombing Iran.
You can be sure the decision has been made. Only the provocation remains a question. But you can be sure Bush will either goad them into doing something, or he has "pussyed down", as people cruder than you or I would say.
