Most drugs are available to the general public through a process which makes sure the drug is appropriate and the user has been made knowledgeable about how to use them and in which doses.
This generally works well, as people can get along very well without most of them most of the time. No one needs marijuana, for instance, or steroids, or amphetamines except for very narrowly defined uses. And the potential for abuse is incredible.
If, for instance, the effects of drug use were confined to the user there might be a stronger argument for their unrestricted availability. However, no one wants to be driving with folks wasted on pot, or bump the chair in a restaurant of a steroid abuser, or pay the medical bills of a meth head or junkiel
The fact that some performance-enhancing drugs are illegal should be enough to remove them from consideration for use of professional players. They're illegal.
And I don't know anyone who wants to watch, or instance, a football game clearly played by freaks, modern-day gladiators, who are doomed to an early crippling existence and death so they can entertain the crowds for a couple of years. It wouldn't be right.

Most aren't "illegal".
