No to people who don't pay taxes.
If people making over $75,000, who have paid taxes, get no check- why should a low income person be "entitled" to one? The middle class can spend just as well as the lower. They have mortgaged their houses and bought SUV's and big screen TV's.
The government isn't "giving away" money. It's giving it back.
I wonder though if the short term benefit of the package will balance the cost of increasing the national debt? Probably not.
