States are partly responsible for highways and I've seen many abrupt border changes in road conditions. Even inside FLA it's different. I-75 is a massive people mover. I-10 is degraded in many places. In GA the changes from FLA I-75 like 8 lane highways to 2 lane ones are a huge headache. However, Federal spending is part of highway construction and was used to inititate the interstate system.
I don't have time to follow your link now, but after further thought I think 911 is a different case. I think we can say that to date it was all bad. We still have not rebuilt from that. However, The scope of that damage was very limited and the downturn in activity because everyone stayed home was limited in time. It impacted the quarte rit wa sin greatly, but I doubt it impacted the economy in the next few quarters by more than 0.1 or 0.2%.
I'll stand by my memory of the differences in economic performance, but have to wait until this weekend to dig up the sources that opinion is based on.

Mark
