re: Earth's atmosphere

"Reactor development started slowing down after the first "re-legislating" of storage space for used control rods. At that point, it suddenly became real to many folks in the industry that both the storing and/or moving these things was more than anyone had bargained for."

Not quite right. What actually happened is that after the industry realized the government was not going to spend vast amounts of public funds setting up a fuel recycling program to process their deadly waste, they made no effort to invest in one of their own. So they just continue to warehouse the spent fuel elements in substandard and vulnerable facilities on site at their reactors. The industry was delighted to rack up the profits from power sales, but not willing to accept the responsibility of cleaning up the resulting mess.
