I just scanned it. The plan suggested openess and co-operation and PUBLIC DISCLOSURE or else it would fail. He mentioned using alumina and pefluorohydrocarbons, the amount of tonnage needed and several aerial distribution types.
If you come across any newer papers, please keep us informed.
