A tip: Any news story that contains the phrase "highest/lowest since [insert arbitrary date here]" is often trying to pull something. You will rarely see a full documentation of the actual movements over that time, either in table or graph form.
Although to give the story due credit, they weren't the ones trying desperately to project Reagan onto the numbers.
