I'm sure there are more rules, but here's at least the couple.

Every charge has 3 or 4 or more spins. Each spin will sent a part of the charge off in a separate direction. Some detectors will allow the spin to neutralize the charge. Other detectors are programmed to never see the charge.

Up and down, right and left mean exactly the opposite of intuitive. "Defense Department" will wage aggressive war, "we come as liberators" means "we're armed to the teeth and will blow away your entire village at the sound of a loud fart".

Every action has a duality, a bright side and a dark side. The "moral force" operating on the action determines the nature of the action. My torture of you is good, yours of me is heinous, inhumane, criminal. My invasion of you is an unselfish Force of Good, your resistance is mean, vile and selfish.

The uncertainty principle. A "war crime" particle is in the eye of the militarily superior, with no relationship to the particle. To define "war crime" one must wait to see who wins, and then the particle becomes detectable.
