Perhaps and it depends.
Easier is subjective whereas "easier" can be roughly translated into costs- something slightly easier to quantify.

So, what the energy conservation program do you have in mind? How much do you suppose it will cost per year and how long would such program be required?

Though I agree that any government program is fairly cheap to pass as a law [costing anywhere from a million to billion dollars in all the paper work, lunches, ect]. The effectiveness of such a program is probably not even worth the costs of the paperwork. It costs more energy than any it even hopes to save.
Recycling programs are an excellent example of how much energy and money is wasted by govt programs. [recycling might be a cost effective thing to do- but govt programs that generally mandate and manage them aren't].

If govt program costs 2 billion dollars and it only saves 1 billion dollar worth of energy- the net result is one is probably using more energy. Conversely if govt spends less money it's consuming less energy- not only is the money spent by government going result in more energy being used, but the tax revenues are requiring more energy to be used pay them.

So, if your energy conservation program involves having the government spending less money and the government wasting less energy I think that would be at least going in the right direction.
