An interesting idea. The proposals for the space elevator call for it to be anchored by an asteroid at GEO. There has been found to be a lot of water contained in some types of asteroids, so much so that is difficult to tell the difference between them and comets.
Then we might be able to use this water in the anchoring asteroid for your idea.
