If you having problems understanding what I'm saying, here is an analogy:
Suppose we were living in caves, and there was a growing risk with living in caves [say a disease due to bat shit or warming climate caused them to be flooded more often, or whatever].
It might a good idea to figure out and develop the technology of how to build houses.
