Wouldn't mass be an innovative design?

Imagine a large well built ship contructed in Earth orbit that has extremely powerful nuclear powered engines. IMO, the ISS should be turned into a spaceborne workbench to test out new construction methods and equipment. There should be welding equipment attached to those robotic arms.
