The governor pre-empted, bypassed and shortciuted the city's entire political structure.

A state-appointed director now runs the city, and the mayor and elected councilors are essentially powerless. This happened to several Michigan cities, (including Detroit, if I'm not mistaken) in response to the budget crisis. You will recall how last year the new State appointed commissar in Detroit was seriously considering selling all the art in the city fine arts museum to private collectors (at pennies on the dollar)to raise operating capital, while at the same time trying to float a bond issue to finance a new pro sports stadium.
