Putting "Catastrophic" in quotes was not for emphasis. The meaning of the sentence would be different without them.

I don't care that the gov was a republican. The actions stand on their own and you're right about the "criminality" of what happened. And if Pod is right about the 30K that was needed to treat the system, it's that much worse.
