I think you're right, Nick.

Last night I thought about all those European borders as opposed to our mostly ocean-locked country here regarding this post.

May it be politics, technical or as you pondered/eluded to, both. There does seem to be a problem (guidance systems?!).

Overall, the Soyuz has been pretty reliable.
