He mentioned it: without a manned spaceflight program NASA would be shut down.
I don't understand why everbody makes the assumption the entire NASA budget would be used for unmanned exploration when it's very clear from the way the Congress works, the budget would be scaled down until it covers the current unmanned space missions. The Congress just needs a reason to appropriate some money.
