Why?
Percentages used to measure changes are often misleading. I've had it up to here with newspaper headlines touting a "100 percent increase" in something that's gone from 1 in a hundred to 2 in a hundred.
This is pretty much a non-issue.
Incidentally, the desertion rate during WWII was a bit over six percent.
