Like the one requiring Saddam's compliance with inspections

or the one threatening severest consequences

The illegal war line is pure hogwash

Not doing anything about Saddam would have showed the UN is powerless as a source of international law because there was no enforcement of it's resolutions.

International Laws, mandates and resolutions are just meaningless words unless they are enforced. The rule of law requires action in the face of transgressions not just words on paper.
