Considering that much of US foreign policy and military power is used to protect the profits of oil companies it seems reasonable they pay a reasonable percentage of the costs of those things. There's no sense in corporate welfare for those folks, let alone fine people dying. Let's take a look at the resources of the US which are devoted to the oil companies.
The war in Iraq - oil. The deaths in Iraq - for oil. The demonizing of Iran - you guess it, oil again. Destabilizing the first democracy in the Middle East and installing the Shah - black gold.
The secret war against Venezuela. The only "crime" Venezuela has committed has been nationalizing their oil. Period. And the US is busy demonizing them and trying to destabilize them. As if it hasn't learned from Iraq and Afghanistan. (Which it hasn't.)
Now the Saudis, who funded and manned the 9-11 attacks, they are not demonized. And you can guess why. Hint - Oil and oil companies. Even though Saudis were responsible for WTC.
It wouldn't hurt the oil companies to pay for those lives, the torn and suffering families, even those aircraft carrier groups, Condoleeza's blustering. After all they are why it's been done.

That's simple. Pay for what you use.
