Have oil companies pay for the protection they get. They won't pay for it, the US would withdraw from meddling in the Middle East, and then the free market could operate. Oil would be produced by any number of companies and sold to the highest bidders, rather than only to the companies who enjoy the protection of the US military.

End the government sponsored monopolies.

Free enterprise.
