This ground was pioneered by the VW Beetle decades ago, and it was a market success in America doomed only by pollution standards designed to hamstring small cars vis-a-vis big ones. Most of us spend most of our time behind the wheel alone, in heavy traffic, during the commute or on a shopping trip. And on the open highway, there isn't a car in the world today (or ever!) that can't exceed the the speed limit. Even if the Tata can't do this, I'm sure some simple modifications to the gear box could get it up to 70 MPH.
Most families today own more than one vehicle anyway, so if they do need to take the soccer team to the field, or bring back a load of plywood from Home Depot, there is no need to use the same vehicle they require for this in order to go down to the 7-11 and buy a pack of cigarettes.

This is a great idea, but not a new one.
