China is acting like most other countries do (or did) upon approaching superpower status, including the USA during the days of the Great White Fleet, the Spanish-American War, and the Gadsden Purchase. It's macho strutting imperialsim, think of it as an adolescent Manifest Destiny sort of thing.
Not an excuse, just an explanation.
