Let's go to the heart of it. Why did he do what he did when he did?

Please don't obfuscate, or deny he's interested in population control, or say it's for terrorism (which would necessarily involve small numbers).

Please don't say that there aren't resources already available to the Feds to control large portions of the population.

What is a plausible explanation?
