Yeah some of the pre-movie credit sequences are almost like short films unto themselves.

I think it has to do with how staggeringly expensive the movie biz has become. The number of "money people" attached to any given project has ballooned alarmingly in the past couple of decades. I've got a buddy who directs tv shows and he spends months dealing with an army of producers in order to arrange 10 days of actual shooting.
