The LHC accident was worse than initially reported

It sounds like even if they did have enough electricty to run the LHC
over the winter, the repairs wouldn't be done until next spring anyway.
But I still find it surprising and very disappointing that a lack of
electricity for the accelerator in the winter was not somehow
accounted for, or at least reported more prominently. It took an
accident to make that obvious.
