Obama was acknowledging that anyone who is President will have to be cleaning up after Bush and the Conservatives. There will be catastrophes and disasters.

And a problem is that Bush is leaving a military which is all wore out, everything deferred which could be, and a country in an economic depression.

All in all, a world of change from the one with which Bush was entrusted.
