That article actually cleared a lot of things up (one reason I'm suspicious of "YouTube" quotes). I think I see what he means, but he could have worded it a lot better.
I located the "Defense News" interview mentioned in the article. I haven't read it all yet, but it looks like it's worth reading.
It isn't clear to me that Obama's "national service" ideas are all voluntary. I would oppose any mandatory service, but have no real objection to voluntary "service for scholarship" deals or things like that.
